the Stick Opt-Out Blacklist - OOBL

NOTE: the rsync set up is not yet functional, but the list of IP addresses is available currently at http://tcats.stop-spam.org/oobl/oobl.txt. Dynastop currently distributes TCATS Opt Out Blacklist.

This list is easy to explain; it is a list of machines that have sent spam to us or our clients requiring the recipient to opt-out.

The methodology for creating this list is as follows:
1. We or our clients receive unsolicited email from the IP address that was never requested by the recipient.
2. The sender automatically adds the recipient's email address to their list without any sort of closed-loop confirmation.
3. The sender requires the recipient to opt-out to stop further spam and/or the spam is sent repeatedly.

The IP address must conform to these to requirements or it will not be listed in this list.

WARNING: It should be noted that this list may create false positives as some users may willingly be on a list that does not confirm their subscriptions and other users are just added.
